How the fair-slot algorithm works

For every pair of cities we score each hour of the day by total participant disruption: an hour that sits inside the standard workday for both cities scores best; an hour that asks one city to take a 6 a.m. call scores worst. The result is a ranked list of the fairest possible meeting slots, automatically adjusted for daylight saving time on both sides of the pair.
